Berkeley Civic Center
Designed as John Ellis with Karen Alschuler, Sam Assefa of SMWM Architects; Gil Kelley, Berkeley City Planning Director; and Jeff Horowitz, Berkeley Planning Commission Chair.
The 1996 Berkeley Civic Center plan made proposals for additional buildings and renovations and reuse of existing buildings to enhance the city’s government facilities. The plan was focused on Arthur Brown’s 1908 City Hall with a new Public Safety Building to the north and proposed a redesign of the Civic Center Park including daylighting Strawberry Creek. Other improvements included an expansion to the Public Library and a new County Courthouse building on Center Street together with streetscape improvements.
